I Live in Cagliari in the beautiful island of Sardinia (Italy)
To go anywhere we need to take a plane since the ferry will take 12 hours just to reach Rome. With the Unit Cost we have in the Erasmus Plus guide only rich people will be aware to participate in the programme particularly in Youth Exchanges and Evs actions.
Please change this system as soon as possible!

By default, this programme is co(!)-funding activities. In reality, this co-funding is mostly done via participant's fees, which produced (among others!) a strong bias towards participants who can afford this. The new program will be easier to process for many and even some will be better off with the new calculation method. 
What the program doesn't explicitly acknowledge is that if the priority focuses on participants with fewer opportunities, there are many obstacles and not being able to contribute financially is just one criterion of exclusion. So, at least it should become possible and good practise to finance the respective programs via exceptional costs for those now even more identified as exceptional and very rewarding target group. 
But also, the policy should be quickly adapted to all research already avaialble on exclusion of certain, needy public.

We also strongly recommend to revise the regulations on sending costs! Considering the volume of sending activties (pre-departure, during and post-EVS), 27 - 40 EUR per month is not feasible at all for such huge volume and good quality preparatory activities for the volunteer! Expecially when it comes to the EECA region, where sending organisation also assists with visa application and all the relevant issues. Solution: stable flatrate - at least 450 EUR and doesnt depend on number of months.

The role of sending organisation is huge in terms of finding the candidates and offering quailitative preparatory activites, volunteers support during the service and final-evaluation training.

Where is your political to help youngster unemployment and with few opportunities...with this kind of travel its really big discrimination. Only rich youngster can move. What is the goal of Erasmus +. I'm really disappointed!

Soon If its continue like that I'll camp in front of the European parliament!

Particularly problematic are the ranges of mileage at low values​​.
For example, it is certainly too large a range of 500-1999 km. For youth exchange at distance 500 km amount of EUR 170 almost completely cover the costs, and the distance close to 1999 km is very, very small.
This would range had to be divided into two: the 500-999 and 1000-1999.
For Mobility of Youth Workers distance to 100 km is not getting support, and e.g. 110 km amount is 180 euros, which is more than the actual cost.

We lost some partners and projects because youngsters cannot afford it any more.
As Lithuanian organization we lost partners from Turkey, Balkans and central Europe because there are no cheap flights between those countries. To get the cheapest price we took flights from Latvia but with new rules even this solution is too expensive.
It is a discrimination for all organizations from Baltic countries.

Example:
Klaipeda (Lithuania) -> Ankara (Turkey): 1956.87 km
Cost: 405 EUR. Refund: 170 EUR. TOTAL: 235 EUR. While minimum wage in Lithuania is 245 EUR (net). Youngsters cannot afford it.

The participants'financial contribution would be really big and it causes normal people not taking part in mobilities or projects not being able to develop. In addition, the funding would be really private, not from the Commission.

Les forfaits actuels vont conduire à l'exclusion de la catégorie de jeunes les plus défavorisés, soit la catégorie prioritaire dans les objectifs des programmes européens. en effet, dans l'absence de co-financements, seuls les jeunes pouvant contribuer financièrement au voyage pourront bénéficier des dispositifs européens.
Un paradoxe qu'il faut vite résoudre.

Le projet ERASMUS + risque de créer des inégalités de chances de partir soit en échange de jeunes ou SVE.
Alors qui pourra mettre la main à la poche et partir, sinon les jeunes qui en ont les moyens?
De ce point de vue ce n'est plus très démocratique mais élitiste. Quels autres partenaires financiers...Fondations, sponsors,mécènes...Un autre champ de sélection s'ouvre: avoir le temps de monter les dossiers. Kenavo

We live in a very remote area, far away from Paris with no buses or other cheap means of public transport.For our partners it is exactly the same, because we work with people in rural areas, imagine a faraway Finnish Islet or a well hidden portuguese hamlet This new method means groups have to take a minibus to go to camps.We are a small organisation and do not have a minibus, renting one is very expensive. But isn't roadtransport condemned by the European Union and politics in general because of pollution? Our youngsters face being in a rural area, isolated from their european fellows and a future that is not very bright because the economic crisis here shut most plants and seizes services down to a minimum. Their weak level in foreign languages needs special tuition. The allowance put aside for that preparation is enough for 1-3 lessons, what poor conditions for a thorough intercultural preparation. Most of them have never been to Paris or travelled abroad. For our partners it is exactly the same, because we work with people in rural areas, imagine a faraway Finnish Islet or a well hidden portuguese hamlet.
Take in account our proposition: an Erasmus+ Interrailcard for each participant, a special contract with the railwaycompany reconducted every year should be able to establish a reasonable price. It allows real mobility, uses public transport, could be valid only on the 2,3,4 traveldays needed to got to and get back from youthexchanges, E.V.S., seminars. Issued by a special agency, applied for officially there would also be transparency and above all equality for all beneficiaries.

The travel cost didn't take into account the real travel connection of some place. Par example, if you are traveling from Split to any European city you have to spend all the day or more just on the travel. The travel is much longer and much more expensive than is bird-fly distance calculation. On that calculation travel costs from Split to Rome has to be cheaper than travel to Zagreb, which is ridiculous regarding the real costs and time to reach Rome or Zagreb.

Europian Union should be about equal opportunities. Youth in Action was a very successful program that widened doors of the mind and soul for many young people from all over Europe for many years. By establishing such criteria on traveling expenses, the project will become of very limited access; only for central european youth, who can easily travel anyway. It is the participation of youth in the european borders that this project should ensure first. With the erasmus + new arrangements you almost forbid youth of border countries to travel long distance. European parliament elections are very close. People will not remain idal.
