I understand this is a privately owned and protected forest, with some unique wildlife ecosystems. Educate the public and impose fines for not picking up after your dog. Perhaps regulating this implies costs for the city, but if it is in line with environmental innitiatives and there is a budget for it, then why not. I don't think the dogs pose any threat to the wildlife (after all, they are more at one with nature than us).  Some breeds need to be free to run wild to cure the boredom and spend their energy and are not engaged enough when walking in circles or socializing with other dogs. Not any place better to do it or anything close so please don't take this privliedge away.
