إلى جميع أطياف المجتمع المدني،

بعد أزيد من 14 شهرا من تاريخ صدور مرسوم وزاري رقم 02.11.100 في مارس 2011 الذي شرّع بصفة استثنائية وانتقالية لجميع حاملي الشواهد العليا من أبناء الشعب المغربي (الدكتوراه – الماستر – الماستر المتخصص و مهندسي الدولة) الحق بالإدماج في الوظيفة العمومية، وبعد مسلسل إقصاء و تسويف في تطبيق القانون، جاء التوقيع على محضر 20 يوليوز 2011 نتيجة نضالات وتضحيات أطر التنسيقيات الأربع، الذي أقر بحقها في الإستفادة من المرسوم الوزاري "المذكور" وفق مبادرة ملكية ، مشمولة بتواقيع وأختام مؤسسات الدولة تؤكد على الإتزام وتضفي عليه إطارا من الشرعية و المشروعية القانونية الإجتماعية، كما الأخلاقية.

ثم، جاءت بعد ذلك حكومة بنكيران بوعود التزامها بالمحضر الذي جعل من سنة "2012" سنة توظيف أطر هذه الدفعة البالغ عددهم 3000 إطار،  معبرة في أكثر من مناسبة وعلى لسان وزرائها بمن فيهم رئيس الحكومة "السيد ابن كيران" عن صوت ذاك الالتزام الذي اعتبروه "تحصيل حاصل وأمر غني عن النقاش، حري بالتفعيل"، لتفاجئ التنسيقيات الأربع بعد شهور من الوعود الرسمية، بتماطل حكومة "ابن كيران" وبتراجعها عن تفعيل مقتضيات المحضر لأسباب واهية، ضاربة بعرض الحائط وطول انتظار الأطر، كل الوعود التي أطلقتها والتعهدات التي قدمتها، رافضة فتح أي قناة للحوار ، ومتوعدة بأن تقمع و "تسحق" كل الأشكال الإحتجاجية السلمية التي ستخوضها التنسيقيات الأربع في سبيل الدفاع عن حقها، وهو ما جاء على لسان أكثر من مسؤول من بينهم وزير الدولة بلا حقيبة "عبد الله باها" في حواره مع جريدة التجديد "لسان حزب العدالة و التنمية" .

المقاربة الأمنية "القمعية" لحكومة "ابن كيران" في حق اطر المحضر:

وهو ما حدث بالفعل، حيث تعرضت التنسيقيات الأربع في الثلاث أسابيع الماضية، لأبشع أنواع القمع الأمني، خلف عشرات الإصابات "أغلبها من الإناث"، إلى جانب كسور و ردود على مستوى الرأس و الأطراف، إضافة إلى  تسجيل حالتي إجهاض في صفوف إناث التنسيقيات، بعد تعرضهن للرفس و الضرب المبرح من قبل الأجهزة الأمنية في شوارع الرباط "وكل ذلك تم توثيقه وتطعيمه بالشواهد والإثباتات "المكتوبة منها و المرئية"، في خرق سافر لكل المقتضيات الدستورية و المواثيق الدولية المعنية بحق و كرامة الإنسان، خاصة مقتضيات الباب الثاني من الدستور إلى جانب قانون الحريات العامة المعدل، إضافة إلى الإعلان العالمي لحقوق الإنسان 1948 كما العهدين الدولين 1976 المصادق عليهم سنة 1979

لأجل هذا، وفي إطار استمرار هذا المسلسل الدموي الذي تنهجه الحكومة، في غياب الحكامة الرشيدة التي تتشذق بها، غير حكامة "العصا" في وجه كل من طالب بحقه المشروع ثبوثا و دلالة، تدعوا التنسيقيات الأربع كل الغيورين للإطلاع أكثر على ملف أطر محضر 20 يوليوز، والتوقيع على هذه العريضة لأجل :

-         إنصاف الأطر الموقعة على محضر 20 يوليوز، وذلك بتنفيذ الإلتزام باعتباره التزام الدولة بمؤسساتها

-         التنديد بالقمع الوحشي الذي تنهجه الحكومة في تعاطيها مع مطالب هذه الفئة الإجتماعية والقانونية أولا و أخيرا

'To every conscience of our people and all nations, to all the intellectuals and those with free pens, to all associations and human rights organizations and political parties and  to all spectrums of society'

Last year, the Moroccan government legislated an exceptional decree number 02.11.100 which allowed the government to recruit directly many unemployed postgraduates, holders of PhD, Advanced Studies Diploma, Specialized Studies Diploma, Master’s Degree, Specialized Master’s Degree and Engineering degree, in public services. This measure was resorted to by the government in order to rectify a situation in which getting a job was mainly passed through the political parties. So, when the postgraduates had heard about this new decree they headed by thousands to Rabat to submit their applications. The first part of these applicants, approximately 4304, were recruited directly in the public service in 2011 and the rest of the applicants have signed with the Moroccan state a minutes of the 20th of July 2011, which obliges the state to recruit the rest of the unemployed postgraduates in public services after 2012 budget law. The aforementioned minutes was signed by the former Prime Minister Abbas El Fassi and the Ministry of interior under the benevolence of the Moroccan committee of human rights. The new president of the Moroccan state Abd EL Ilah Ben Kiran has claimed publically and in some newspapers that he will be faithful to all the previous commitments signed by the previous government. Few months later he outrageously decided not to stay faithful to his commitment in what concerns the execution of the minutes of the 20th of July 2011. As a result, the four coordinations’ of the unemployed postgraduates are demonstrating peacefully in front of the Moroccan parliament claiming the urgent execution of the minutes. Many of these postgraduates have been exposed to a ruthless intervention of the security forces, which results in fractures and injuries, many of them are reported extremely severe, in addition to at least 9 abortions and few(many) detainees. Regardless of the human rights organizations, syndicates and political parties’ appeals to execute the minutes of 20th of July 2011, these Peaceful postgraduates’ demonstrations are faced with excessive violence on the part of the security forces whose intervention can be deemed as a flagrant violation of the international conventions and treaties of human rights and also of the requirements of the new Moroccan constitution. Some of their interventions are recorded as videos or taken as photos; we can afford you with this documentation whenever you want.
We -postgraduates covered by the minutes- go through a very serious moment here in Morocco; we consider the government’s procrastination about the execution of the minutes of the 20th of July 2011 based on the decree 02.11.100 as a blatant breach of law and of the continuity of the Moroccan state’s institutions. We have

been informing for three weeks the international human rights organizations about these dangerous recent outcomes and setbacks, and consequently the unemployed postgraduates covered by the aforementioned minutes seek help and support from these organizations to defend their fair cause.
It is obvious that the Moroccan government’s credibility will be at stake if The 20th of July minutes is not executed because there exist what is called the continuity of the public institutions, therefore the current government is to respect and execute the commitment of the previous government. The Moroccan state’s procrastination about the execution of The 20th of July minutes based on the decree 02.11.100 can lead to hazardous outcomes at the level of the social stability in Morocco and of course widen the gap of trust between the citizen and the government.
We are extremely determined to continue our peaceful struggle until the execution of the above-mentioned minutes, the emblem of our dignity.                                                                                                                                  The so-called good governance of the current government is apparently questionable as far as the issue of the unemployed post-graduates covered by the minutes is concerned. The government not only treats this issue with procrastination but also with excessive use of violence against these post-graduates.

As a result, the four coordinations request from all the people and organizations interested to have a clear awareness about our affair and to sign a petition against the security forces' harsh interventions  and for our equity  which can only be achieved through the execution of the 20th of July minutes.
